D. Matthew Goodwin, P.E.
Mr. Goodwin has 27 years of civil engineering experience within both the public and private sectors, and is currently the President and CEO of Goodwin and Marshall, Inc., a professional civil engineering services company he co-founded in 1987. Mr. Goodwin began his career with the U.S. Army Corps of Engineers where he spent three years assigned to the General Hydraulics and Hydrology Section responsible for the analysis and design of flood control structures. He moved to the private sector in 1985, joining a private consultant as a Project Manager. He has completed successful mixed use master planned projects in Arizona, Texas, Tennessee and Mississippi. Mr. Goodwin specializes in floodplain delineation and reclamation activities, and continues to work with the US Army Corps of Engineers and FEMA on a regular basis. He has both a B.S. and M.S. in Civil Engineering from Virginia Polytechnic Institute and State University. Mr. Goodwin has worked with a number of municipal agencies on development related concerns, including: Board Member for the West Surprise Land Owners Group (WSLG) preparing regional water and wastewater solutions for the western region of Surprise, Arizona, a member of the City of Fort Worth Drainage Review Committee and a member of the Town of Flower Mound Engineering Standards Committee. He has also served as an expert witness on floodplain, drainage and other general civil engineering matters.

Robert H. Marshall, P.E.
Mr. Marshall, a founding member of G&M, has extensive experience in several areas of civil engineering, including flood control, floodplain regulation and management, project management and project design. He has significant experience with industrial developments, municipal thoroughfares, infrastructure for regional utilities and mixed-use developments. Mr. Marshall has a B.S. in Civil Engineering from the University of Texas, and is a Registered Professional Engineer in the States of Texas, Tennessee and Mississippi.

Edward W. Eckart, P.E.
Mr. Eckart graduated from the University of Oklahoma with a Bachelor of Science Degree in Civil Engineering in May 1996 and joined Goodwin and Marshall in June of that same year. He earned his Professional Engineer license in July 2001 and also became a Principal of G&M in 2001. Mr. Eckart has extensive experience in large-scale residential and industrial subdivision design and project management. Since joining G&M over ten years ago, he has directly and indirectly zoned, platted and/or designed more than 9,000 residential lots and 10,000,000 square feet of commercial/industrial buildings. He is currently responsible for overseeing the Dallas/Fort Worth operations of G&M, which includes reviewing all construction plans for projects in the Metroplex. He is also responsible for coordinating and scheduling personnel, as well as performing engineering project management duties on several industrial and residential developments in the area. He has performed numerous water, sewer and traffic studies, and designed several regional water distribution systems and wastewater collection systems, as well as municipal thoroughfares. Mr. Eckart is a Registered Professional Engineer in the states of Texas, Arizona, Oklahoma, Illinois, Mississippi, Missouri and Tennessee.

Warren C. Russell, P.E.
Mr. Russell has 15 years of engineering and land development experience in Arizona, Tennessee and Texas.  He joined Goodwin and Marshall in 2000 as a Senior Project Manager, and was promoted to an Associate in 2004.  Mr. Russell currently serves as the Director of the Arizona Division of Goodwin and Marshall, overseeing the successful completion residential, commercial, multi-use, and municipal projects. Mr. Russell’s area of expertise lies in Master Planned Community Design including Water and Sanitary Sewer Master Plans, Regional Flood Control Planning and Regional Transportation Planning.  In addition, he is directly responsible for performing jurisdictional delineations and permitting associated with Section 404 of the Clean Water Act.  Mr. Russell has a B.S. in Civil Engineering from Texas A&M University, and is a Registered Professional Engineer in the States of Arizona, Nevada and Texas.

Joel S. Barton, R.P.L.S.
Mr. Barton joined G&M in 1994 and has over 25 years experience in land surveying in the private sector, including experience in providing information necessary for the design, construction, and completion of engineering projects such as single family residential developments, commercial/industrial developments, and municipal thoroughfares. He currently serves as the President of Surveying at Goodwin and Marshall. Mr. Barton is a Registered Professional Land Surveyor in the State of Texas.

Robert D. “Pete” Henderson, R.P.L.S.
Mr. Henderson, the Vice President of Surveying for Goodwin and Marshall, has over 41 years of experience in surveying and civil engineering in the private sector. He joined Goodwin and Marshall in 1989 as a Project Manager, where he has designed wastewater treatment plants, water booster pumping and storage, water transmission mains, multi-family and single-family residential developments and municipal thoroughfares. He currently oversees project management, design and construction as it applies to single-family residential subdivision development, final plats and surveying. Prior to joining Goodwin and Marshall, Mr. Henderson spent 20 years with a professional civil engineering and surveying company where he ultimately became a Partner and served as Vice President of Engineering. Mr. Henderson is a Registered Professional Land Surveyor in the State of Texas.

Dallas D. Paulsen
Mr. Paulsen has over 30 years of land development and homebuilding experience. Mr. Paulsen began his involvement in the construction industry as a survey party chief for 14 years, including four years with the Iowa DOT and 10 years with Havill Engineering in the Phoenix area. From 1979 until 1992, Mr. Paulsen worked for US Home Corporation where he began as Land Development Manager and was ultimately promoted to Executive Vice President of Land Development with an area of responsibility including Arizona, California, Colorado, New Mexico and Nevada. He spent 11 years with Robson Communities as Vice President of Land Development where he was responsible for all land development activities in Arizona and Texas. Mr. Paulsen has also recently served on the City Council of the City of Maricopa. Mr. Paulsen joined Goodwin and Marshall in 2003 in the role of Senior Project Manager handling residential and commercial developments located throughout the Greater Phoenix area.

Jason S. Weaver, P.E.
Mr. Weaver joined Goodwin and Marshall, Inc. in January 1999, and is currently a Senior Project Engineer with G&M. He specializes in large scale residential land planning and design, thoroughfare design and business / industrial park development. Mr. Weaver has performed numerous hydrologic studies and storm water detention analyses, as well as several sanitary sewer and traffic studies. Mr. Weaver is currently responsible for the management of the Memphis-area operations of G&M. He earned his Bachelor of Science degree in Civil Engineering from Texas A&M University in 1998. Mr. Weaver is a Registered Professional Engineer in the States of Texas, Tennessee and Arkansas, and is a LEED Accredited Professional.


John W. Andersen II, P.E.
Mr. Andersen joined Goodwin and Marshall, Inc. as an E.I.T. in June 1998. He received his Texas Professional Engineer license in June 2003, and is currently a Senior Project Engineer with G&M. He specializes in residential land planning and design, thoroughfare design, private amenity center site design and sanitary sewer lift station and force main design. He also has experience in water booster pump station and ground storage reservoir site design and business / industrial park development. Mr. Andersen earned his Bachelor of Science in Civil Engineering from Texas A&M University in 1998. He is a Registered Professional Engineer in the states of Texas and Arizona.

Matthew J. Baacke, P.E.
Mr. Baacke began his engineering career as a cooperative education college student for G&M in 2001. In 2003 he joined the firm full time, became professionally licensed in 2007, and has six years of experience as a project engineer on residential and industrial projects. Mr. Baacke is currently responsible for the management of a design team on several projects located in different states. One of his primary strengths is the planning and design of municipal infrastructure, master planned residential communities, mixed-use developments, and industrial parks. In addition to his experience in general civil design, he has specific expertise in thoroughfare design and performing traffic impact studies.  Mr. Baacke has a B.S. in Civil Engineering from Texas A&M University, and is a Registered Professional Engineer in the States of Texas and Arizona.
