D. Matthew Goodwin, P.E. / C.E.O.
Matt has 37 years of civil engineering experience within both the public and private sectors, and is currently the Chief Executive Officer of Goodwin and Marshall, Inc., a professional civil engineering services company he co-founded in 1987. He began his career with the U.S. Army Corps of Engineers where he spent three years assigned to the General Hydraulics and Hydrology Section responsible for the analysis and design of flood control structures. He moved to the private sector in 1985, joining a private consultant as a Project Manager. Matt founded Goodwin and Marshall in 1987. He has completed successful mixed use master planned projects in Arizona, Texas, Tennessee and Mississippi. Matt specializes in floodplain delineation and reclamation activities, and continues to work with the US Army Corps of Engineers and FEMA on a regular basis. He has both a B.S. and M.S. in Civil Engineering from Virginia Polytechnic Institute and State University. Matt has worked with a number of municipal agencies on development related concerns, including: Board Member for the West Surprise Land Owners Group (WSLG) preparing regional water and wastewater solutions for the western region of Surprise, Arizona, a member of the City of Fort Worth Drainage Review Committee and a member of the Town of Flower Mound Engineering Standards Committee. He has also served as an expert witness on floodplain, drainage and other general civil engineering matters.
Edward W. Eckart, P.E. / Principal
Eddie joined G&M in 1996 and has been a Principal since 2001. He has over 20 years of experience in large-scale residential and industrial subdivision design and project management. He has performed master water, sewer, drainage and traffic studies, and designed regional water distribution and wastewater collection systems, as well as municipal and regional thoroughfares. He is currently responsible for overseeing the Dallas/Fort Worth operations of G&M. Eddie has a B.S. in Civil Engineering from the University of Oklahoma, and is a Registered Professional Engineer in the States of Alabama, Arizona, Colorado, Kansas, Oklahoma, Illinois, Mississippi, Missouri, Tennessee and Texas. He has designed over 10 million square feet of warehouses and distribution centers and over 10,000 single-family residential lots. He has served as an advisor to several local municipalities, including: the City of Fort Worth Drainage Review Committee, the City of Keller Unified Development Code Review Committee and the City of Mesquite Engineering Standards Update Review Committee.
Warren C. Russell, P.E. / Principal
Warren has 21 years of civil engineering and land development experience in Arizona, Colorado, Nevada, Tennessee and Texas. He joined Goodwin and Marshall in 2000 as a Senior Project Manager, and was promoted to an Associate in 2004. He currently serves as the Director of the Arizona Division of Goodwin and Marshall, overseeing the successful completion residential, commercial, multi-use, and municipal projects. Warren’s area of expertise lies in Master Planned Community Design including Water and Sanitary Sewer Master Plans, Regional Flood Control Planning and Regional Transportation Planning. In addition, he is directly responsible for performing jurisdictional delineations and permitting associated with Section 404 of the Clean Water Act. He has a B.S. in Civil Engineering from Texas A&M University, and is a Registered Professional Engineer in the States of Arizona, Colorado, Nevada, Tennessee and Texas.
Jason S. Weaver, P.E. / Principal
Jason earned his Bachelor of Science degree in Civil Engineering from Texas A&M University in 1998 and joined Goodwin and Marshall, Inc. (G&M) as an E.I.T. in January 1999. He received his Texas Professional Engineer license in June 2003, and is responsible for the management of the Memphis-area operations of G&M. Jason specializes in large scale residential and business / industrial park development, and has designed over 7,000 single-family lots, and over 20 million square feet of industrial/commercial buildings. In addition to infrastructure and site improvement design associated with projects, Jason performs sanitary sewer, hydrologic/hydraulic, detention, traffic impact, and feasibility analyses. He is responsible for processing zoning, platting, and other land entitlement requirements, managing the development of the projects from start to finish. Jason is a Registered Professional Engineer in the States of Texas, Tennessee, Mississippi, Ohio, Arizona, and Arkansas, and is a LEED Accredited Professional.
Matthew J. Baacke, P.E. / Principal
Matt began his engineering career as a cooperative education college student for G&M in 2001. In 2003 he joined the firm full time, became professionally licensed in 2007, and now has 13 years of experience as a project engineer on residential and industrial projects. Matt is currently responsible for the management of a design team on several projects located in different states. One of his primary strengths is the planning and design of municipal infrastructure, master planned residential communities, mixed-use developments, and industrial parks. In addition to his experience in general civil design, he has specific expertise in thoroughfare design, performing traffic impact studies, and hydraulic analysis. Matt has a B.S. in Civil Engineering from Texas A&M University, and is a Registered Professional Engineer in the States of Arizona, Colorado, Kansas and Texas.
Brent A. Caldwell, P.E. / Principal
Brent began his engineering career as a cooperative education college student for G&M in 2004. In 2007 he joined the firm full time, became professionally licensed in 2011, and has nine years of experience as a project engineer on residential and industrial projects in the Dallas/Fort Worth Metroplex and Phoenix Valley. He has experience in the design of paving, water, sanitary sewer, and storm drain facilities, and specialized knowledge of master water model analysis and major thoroughfare design. Brent has a B.S. in Civil Engineering from Purdue University and is a Registered Professional Engineer in the States of Texas, Arizona, and Mississippi.
Chris R. Hittle, P.E. / Senior Project Engineer in Charge of Hydraulics & Hydrology Department
Chris first started working for G&M as a cooperative education college student in 2006. After graduating from Purdue University in 2008, he began working full time as a staff engineer. He has amassed eight years of diverse experience in civil site and water resources engineering in both the public and private sector in Arizona, Texas, and Colorado. His professional skills include site planning and design, major thoroughfare design, preparation of construction plans and specifications, budget analysis and preparation, detailed hydrologic and hydraulic analysis, floodplain reclamation, retention/detention analysis, flood control facility planning and design, alternative analyses, and sediment transport & scour analysis. Chris has a B.S. in Civil Engineering from Purdue University and is a registered P.E.
Ryan A. Spears, P.E. / Project Engineer
Ryan joined the G&M team as a full time engineer in 2012 after working for G&M as a cooperative education student in 2011. He has experience in the design of paving, water, sanitary sewer, and storm drain facilities and has contributed to the design of master planned residential communities and industrial projects. Ryan has a B.S. in Civil Engineering from Texas A&M University and is a Registered Professional Engineer in the State of Texas.
Joel S. Barton, R.P.L.S.
Joe joined G&M in 1994 and has over 38 years experience in land surveying in the private sector, including experience in providing information necessary for the design, construction and completion of engineering projects such as single family residential developments, commercial/industrial developments and municipal thoroughfares. He currently serves as the President of Surveying at Goodwin and Marshall. Joe is a Registered Professional Land Surveyor in the State of Texas.
Robert D. “Pete” Henderson, R.P.L.S.
Pete has over 45 years of experience in surveying and civil engineering in the private sector. He joined Goodwin and Marshall in 1989 as a Project Manager, where he has designed wastewater treatment plants, water booster pumping and storage, water transmission mains, multi-family and single-family residential developments and municipal thoroughfares. He currently oversees project management, design and construction as it applies to single-family residential subdivision development, final plats and surveying. Prior to joining Goodwin and Marshall, Pete spent 20 years with a professional civil engineering and surveying company where he ultimately became a Partner and served as Vice President of Engineering. He is a Registered Professional Land Surveyor in the State of Texas.
John N. “Nick” Rogers, R.P.L.S., R.L.S.
Nick began his surveying career in East Texas in 2007 and joined G&M as a S.I.T. in 2011. He received his Texas Registered Professional Land Surveyor’s license in July 2012 and his Arizona Registered Land Surveyor’s license in December 2012. He specializes in ALTA/ASCM boundary surveys, acreage boundary and topographic surveys, subdivision surveys, horizontal and vertical control surveys, FEMA floodplain elevation certificates, as-built surveys, easement platting, legal descriptions, and deed research. Nick earned his B.S. in Land Surveying from the University of Texas at Tyler in 2009. He is currently a member of the Texas Society of Professional Surveyors (TSPS) and he has served as a Director of the East Texas TSPS Chapter 4 for two years.
Dallas D. Paulsen / Senior Project Manager
Dallas has over 30 years of Arizona land development and homebuilding experience. He began his involvement in the construction industry as a survey party chief for 14 years, including four years with the Iowa DOT and 10 years with Havill Engineering in the Phoenix area. From 1979 until 1992, Dallas worked for US Home Corporation where he began as Land Development Manager and was ultimately promoted to Executive Vice President of Land Development with an area of responsibility including Arizona, California, Colorado, New Mexico and Nevada. He spent 11 years with Robson Communities as Vice President of Land Development where he was responsible for all land development activities in Arizona and Texas. He has also recently served on the City Council of the City of Maricopa. Dallas joined Goodwin and Marshall in 2003 in the role of Senior Project Manager handling residential and commercial developments located throughout the Greater Phoenix area.
